Salary Range: $105,000 - $110,000 per year    

Position Summary

The Vice President of Residential Services provides senior leadership and system-level oversight for the daily operations of the New York residential department through the direct supervision of Assistant Vice Presidents of Residential Services. The VP serves as the link between operational execution and executive direction, ensuring consistent implementation of strategic priorities established by the Senior Vice President. This role is responsible for regulatory compliance, fiscal accountability, leadership development, and continuous quality improvement across all residential programs. Responsibilities

  • Provides oversight of supervised and supportive residential programs through direct supervision of Assistant Vice Presidents of Residential Services.
  • Carries a limited operational caseload of two (2) designated residential programs, providing direct oversight, guidance, and accountability for program performance, regulatory compliance, staffing stability, and quality of services.
  • Ensures AVPs effectively manage day-to-day operations in compliance with agency policies, OPWDD regulations, and contractual requirements.
  • Implements residential strategic initiatives in collaboration with the Senior Vice President of Residential Services.
  • Establishes department-wide operational standards, performance expectations, and accountability structures.
  • Oversee audits, incident trends, investigations, and corrective action plans to ensure sustained regulatory compliance.
  • Guides AVPs in staffing strategy, workforce stabilization, succession planning, and leadership development.
  • Oversees departmental budgets and fiscal performance in coordination with Finance and AVP leadership.
  • Serves as an escalation point for serious incidents, regulatory risk, and system-wide operational challenges.
  • Collaborates with Clinical, HR, Compliance, Facilities, and Finance leadership to ensure coordinated service delivery.

  • Residential operations leadership- Demonstrates expert oversight of supervised and supportive residential programs; ensures consistent execution of operational standards, regulatory expectations, and quality-of-life outcomes across all sites.
  • Regulatory compliance mastery- Maintains deep working knowledge of OPWDD regulations, incident management requirements, audit standards, and contractual obligations; ensures programs sustain full compliance through proactive monitoring and corrective action.
  • Strategic implementation and alignment- Translates executive-level strategic priorities into operational practice; ensures AVPs and program leadership execute initiatives consistently and effectively across the residential system.
  • Performance management and accountability- Establishes clear expectations, operational benchmarks, and accountability structures; uses data, audits, and performance indicators to drive continuous improvement and program excellence.
  • Workforce development and leadership coaching- Guides AVPs in building strong teams, stabilizing staffing, strengthening supervisory capacity, and developing emerging leaders; supports succession planning and long-term workforce sustainability.
  • Crisis and incident response leadership- Serves as an escalation point for high-risk incidents, regulatory concerns, and operational crises; exercises sound judgment, ensures timely response, and mitigates organizational risk.
  • Fiscal stewardship and budget oversight- Oversees departmental budgets, spending patterns, and resource allocation; collaborates with Finance and AVPs to ensure fiscal responsibility, cost efficiency, and alignment with program needs.
  • Cross-departmental collaboration- Works effectively with Clinical, HR, Compliance, Facilities, and Finance teams to ensure integrated service delivery, operational consistency, and coordinated problem solving.
  • Quality improvement and systems thinking- Uses data, trends, and root-cause analysis to identify systemic issues; implements sustainable improvements that enhance service quality, compliance, and operational reliability.
  • Operational caseload management- Provides direct oversight of assigned residential programs; ensures strong program performance, regulatory adherence, staffing stability, and high-quality supports for individuals served.
  • Communication and stakeholder engagement- Communicates clearly and professionally with AVPs, program leadership, executive teams, and external partners; translates complex operational issues into actionable guidance.
  • Analytical decision making- Uses operational data, incident trends, staffing metrics, and financial indicators to inform decisions; identifies risks, anticipates challenges, and implements effective solutions.
  • Professional integrity and ethical leadership- Models discretion, fairness, and ethical conduct; maintains confidentiality and fosters a culture of trust, accountability, and respect across the residential division.

Qualifications

  • Bachelor’s degree in human services or related field required; Master’s degree strongly preferred.
  • Minimum of ten (10) years of experience in the field of Developmental Disabilities.
  • Minimum of five (5) years of senior management experience in residential operations.
